J.J. Howard, the sole proprietor of J.J. Howard Engineers, is a licensed professional engineer and land surveyor with over 38 years of experience in public works projects, including planning, design, and project management.
He attended Boise State University and graduated from Brigham Young University with a Bachelor of Engineering Science in Civil Engineering. He was employed with the Idaho Transportation Department for seven years, The Idaho Department of Parks and Recreation for 4 years, and as the sole proprietor of J.J. Howard Engineering for over 31 years.
Over those 31 years, J.J. Howard Engineers has provided a broad range of engineering and land surveying services to Elmore, Ada, Canyon, and Owyhee counties. Cities include Boise, Eagle, Nampa, Marsing, Mountain Home, and Glenns Ferry to name just a few. State and federal agencies include Idaho State Parks, BLM, Department of Lands, Veterans Administration, Idaho Power Company, and others.
His responsibilities have also included City Engineering positions for Marsing and the City of Mountain Home. Mr. Howard has had extensive experience working with Mayors and Councils, County Commissioners, Highway Districts, Health Districts, and the State of Idaho D.E.Q.
Justin graduated from the University of Arkansas with a degree in Mechanical Engineering. After school, he transitioned from mechanical to civil engineering, and has gained experience from a number of city utility improvement projects,
commercial and residential subdivisions. He also specializes in hydrology and hydraulic modeling. Justin has been with J.J. Howard Engineers since May of 2008, and will be eligible to take the PE exam in fall of 2009 to attain his professional license.
Eric is a Boise State University graduate with a Bachelor of Science in Construction Management and a Minor in Business. His career experiences include six years as an Estimator and Project Manager, where his duties were estimating, scheduling, quality control, contract review, submittals, production management and project closeout. Primary contracts were with public municipalities in heavy civil construction. Eric furthered his career as the General Manager of a heavy civil and utility contractor, where his responsibilities were estimating, contract review, bonding, licensing, project performance, scheduling, quality control, and business management.
Eric’s project responsibilities include scheduling, cost management, submittal review, and specifications that are in conformance with ISPWC or Ada County Highway District requirements. His main objectives are to complete a project on time and under budget, and monitoring projects for compliance with our local state and federal standards.
Sandy graduated from Boise State University with a BAS in Drafting Technology and Business Management. At J.J. Howard Engineers, Sandy handles several aspects of public relations, community planning, and civil drafting, including subdivision and survey plat reviews, property descriptions, county
recording and application processes, and concept design. She has a City of Boise Contractors License, and prepares Stormwater Pollution Prevention Plans. She also acts as a liaison between clients and the public sector at utility as well as city and county council meetings, and takes on special projects of information verification for a local utility company.
Michelle has been with J.J. Howard Engineers since October 1999. The hub of the office, it’s her voice you’ll generally hear first when calling our firm. Michelle stays current on all projects and manages our contracts and business accounts. She is responsible for preparing accountant documentation, payroll, quarterly and year-end taxes, and health and business insurance plans.
Michelle manages our unique filing systems and project scheduling boards, and orders the office and surveying supplies. She is also involved in the County recording of documents and plats, and acts as legal representation when needed.
